May 19 学习心得-sth funny周五就要考了,我今天才不急不缓的开始看那科要考的paper 11 land and urban economics,早上看了2叠notes,结果grace一个电话,问题,不会;中午汪冉一个电话,问题,我还不会。我开始有点急了,开始‘认认真真’看了,老天保佑,阿弥陀佛。
读着读着发现一些很有趣的东西。
ERP
学到congestion and road pricing (RP原来不只是人品啊),不可避免的想到新加坡ERP,后来发现ERP真先进啊,1998年implement居然是全世界第一个(可怜的Hong Kong啊,明明是第一个发明并test positive result的,硬被活生生给vote掉了。啧啧,香港那时候还没回归呐,要是现在,谁管你啊,地主老爷说了算,就像新加坡)……说明全世界政府对这个‘抢钱’方法认知度不高啊,后来London就赶紧也在02年搞了,智利也在去年搞了……法国佬每车每mile收费5p,一年居然能收2billion英镑!!20亿啊~~疯了。西班牙凶一点,每车每mile收10p,一年也有500million镑啊~
anyway,早在1975年新加坡就有road toll了,后来发现‘electronic’ RP那时候还没发明呢吧,就很好奇那他们怎么收费呢?难道是人工的?wikipedia一查,发现还真是的。笑死我了,想想你开车进乌节路还得交‘入城费’……我还在想人工收费不是比不收更慢更堵?so what's the point of it since its primary role was to reduce congestion??那是后话了,现在E了,就没啥问题了。科技是第一生产力啊,啧啧。学engin学IT果然都大大的有用啊,当然,要有经济头脑的人在后面做推手
Ps 所以么,英国Land Registration System以后要Electronic Conveyance大大的有前途啊
Accidents

the difficulty is that this model could actually come to the conclusion that society will be better off if all retired people are killed in road accidents!! 真是令人发指啊……
记得Hwa Chong第一堂econ课,老师第一句话是‘economics is all about common sense’。我至今印象深刻。但是这个什么Sharp的还是whoever come up with this valuation method的,应该是没有common sense吧,要杀了女人跟老人。我正准备诅咒他,连词都想好了,真是气愤啊,然后突然瞄到下一行
'net output method' looks at total extra consumption of goods and services possible by avoiding death!!这样才对嘛!女性明显消费能力强,对社会贡献也大嘛,哈哈~~economist还是有几个有common sense的,如Newberry之类的。
